It's a vehicle that has a problem or problems that "significantly impairs the use, value or safety of the vehicle" to you and which the dealer has not fixed within a reasonable number of chances, and the manufacturer has been notified about these problems IN WRITING. (Not e-mail, fax or by phone, and preferably by certified mail).
