This is the scenario:  you are a patient in the hospital waiting in an emergency room or recovering from surgery and you are led to believe that the debt collector is a hospital employee and that you won't get proper care unless you pay up!  Debt collectors were misusing private patient information and coaching their employees to aggressively collect debt while the patients were in the hospital.
