After reading this article I do not believe that the two dealerships really suffered any sort of punishment. For example, If Hyundai made $1,000 per car and it sold 1.2 million cars, that means it made 1.2 billion dollars. It paid 1/12th of it's profits, which sounds like just the cost of doing business. There just isn't much of a deterrent effect here. It seems like they got off cheap to me. If a company of any kind is fined, it needs to be a high enough fine to be a deterrent so they do not violate the law again.
